Alan Shoer knows energy, telecommunications and other public-utility issues inside and out having served in both industry and government. He’s worked as in-house general counsel and regulatory affairs director for regional utilities, as Rhode Island’s Department of Environmental Management’s General Counsel, and as the state’s Special Assistant Attorney General in key litigation before the Federal Energy Regulatory Commission and the Public Utility Commission.
His national and regional corporate and governmental clients—in renewable energy, telecommunications, energy, gas and water—benefit materially from his multifaceted experience. They get a deeply knowledgeable, connected and trusted partner/advisor who understands the demands and expectations they face. He brings this deep experience to bear in addressing state and federal regulatory matters, interconnection agreements, tariff issues, commercial wholesale and retail service contracts with customers and vendors, lease agreements, and other issues associated with mergers and acquisitions.

Significant Matters
Alan was the lead counsel in the following matters:
- Negotiated all significant commercial and financing agreements necessary for the development and financing of the largest (2 MW) land based wind turbine in Massachusetts history;
- Developed landmark renewable energy power purchase agreement, turbine supply agreement, wind energy lease agreement, EPC agreement, Renewable Energy Credit Agreement and other key documents required for use by an innovative public/private partnership wind energy project located on a municipal landfill in Massachusetts;
- Created innovative solar zoning amendment to a City Zoning Law to facilitate the development of a large scale solar energy project and established new planning and local land use criteria for the siting of a solar energy project on municipal property in R.I.;
- Established the terms for a community based development agreement coordinating several environmental and solar power development interests in utilizing unused municipal landfill space for a large scale solar energy development;
- Provided all necessary permitting and transactional requirements to facilitate the $350 million dollar sale of a Johnston, R.I. based 550 MW combined cycle natural gas power plant, and the $315 million dollar sale of a Tiverton, R.I. based 279 MW combined cycle natural gas power plant (together with another out of region power plant sale);
- Obtained all required local zoning and permitting approvals for the construction of transmission facilities necessary to develop the 2nd largest (40 MW) landfill/methane energy generation facility in the United States.
- Successfully secured all required approvals for rate adjustments required by City of Woonsocket, Rhode Island, Water Division, winning approval from the Rhode Island Public Utilities Commission for necessary funding for replacement of a water-treatment facility and improvements to infrastructure;
- Secured more than $2 million dollars in grants and low interest federal and state loans on behalf of renewable energy developers in the Northeastern United States
- Negotiated the first ever lease of publicly owned hydropower production facility on a river in R.I. for use by a private hydro-power developer;
- Successfully resolved several multi-million dollar commercial financing disputes on behalf of regional telecommunications and internet service providers;
- Created the rules and administrative program requirements for a state renewable energy financing corporation to help facilitate the development of new clean energy projects;
