AP&S Team Wins Approval for New Fast Ferry Run from Quonset Point to Block Island

On behalf of a regional ferry service provider based in Rhode Island, Jay Hall, Alan Shoer and Nicole Verdi have won approval from the Rhode Island Division of Public Utilities and Carriers for operation of a new high-speed ferry service between Quonset Point and Block Island, Rhode Island.  The Order was secured after more than three years of opposition from the incumbent in-state provider, as well as a provider embarking to Block Island from Connecticut.  After interlocutory judicial appeal and extensive hearings, the Division issued its 143-page Order setting forth the wide-ranging requirements for such approval and, the extensive evidence and testimony provided in support of approval. This is only the second time that the Division has approved an application to compete with the current provider.  The win highlights the important legal expertise required to assist entrepreneurs with innovative business models seeking to compete against long entrenched incumbent businesses in highly regulated markets, such as ferry services in the southern New England region.  This win will be a great benefit to consumers seeking alternative access to Block Island.
