Overview

Drawing on more than a decade of experience in banking and corporate finance, Todd brings a distinctive business perspective to his legal practice. As a member of AP&S’s Government Relations and Litigation practice groups, he primarily counsels clients on energy regulatory and environmental matters and advises clients in the Ocean Tech, Blue Tech, and Climate Tech industries. Todd pairs his financial experience with a practice that spans environmental and renewable energy matters, coastal development and maritime law, and corporate and intellectual property issues to provide regulatory and strategic advice to emerging and established companies in these dynamic sectors.

Before joining AP&S, Todd interned with The Honorable Brian Stern of the Rhode Island Superior Court Business Calendar and in the offshore energy industry. He served as a Notes and Comments Editor for the Roger Williams University Law Review and was a Sea Grant Law Fellow for the Marine Affairs Institute.

Experience

  • Represent intervenor in an electric and natural gas distribution rate case before the Rhode Island Public Utilities Commission.
  • Represent utility company seeking borrowing authority from the Rhode Island Division of Public Utilities and Carriers for infrastructure upgrades.
  • Advise and represent renewable energy companies with acquisition-related energy regulatory, land use, and environmental due diligence.
  • Represent national telecommunications providers with their application for transfer of control before the Rhode Island Division of Public Utilities and Carriers.
  • Represent clients with environmental and land use permitting disputes and appeals.
  • Represent clients with intellectual property disputes including patent infringement and trade dress claims.
  • Represent business owners in a shareholder and management disputes including direct and derivative actions for breach of fiduciary duty and breach of contract.
