Alan Shoer and Josh Parks Win Important Ruling to Support RI Fast Ferry’s Proposed High Speed Ferry Service from Quonset Point to Block Island

Good news for anyone who has been stuck in traffic to get to the ferry service in Point Judith, Rhode Island, for a trip to or from Block Island: Adler Pollock and Sheehan attorneys Alan Shoer and Josh Parks won an important appeal to support Rhode Island Fast Ferry efforts to offer an alternative option for high-speed ferry service from Quonset Point in North Kingstown to New Shoreham (Block Island). In a decision issued on April 11, 2023, Superior Court Justice Taft–Carter upheld the 2016 conditional licensing decision of the Rhode Island Division of Public Utilities, over the objections of both the incumbent ferry company, Interstate Navigation Company, and the Town of New Shoreham. The Court ruled that the public convenience and necessity supported a license for a seasonal passenger-only fast-ferry service between Quonset Point in North Kingstown and Old Harbor in New Shoreham (Block Island). The Court also ruled that Rhode Island Fast Ferry was ‘fit, willing and able’ to provide this new alternative high-speed ferry service, notwithstanding the fact that further docking permitting remains to be finalized in the Old Harbor.
